Something tells me that this is basically Ice-T's way of shutting up his neighbor... while making some money in the process. I doubt that the people who produced the William Hung albums (http://www.amazon.com/exec/obidos/tg/detail/-/B0001V1M64/103-4608805-8426247?v=glance) were in it for anything other than the gag-gift money they'd get by putting that garbage out.

This way, Ice-T can mow his lawn or walk his dog down the block without Hasslehoff running up to him saying things like "Yo playa, when you gonna let me drop my album - my peeps are buggin'" - all the while supplimenting his SVU paycheck!
